Leslie Boards, President (Term: May 2030) Leslie is a native of Beaumont, TX and has lived in Rosharon, Texas since 2011. Her focus on community collaboration and civic involvement has led her to numerous volunteer positions and leadership opportunities in her community. She serves on several Board of Directors leading change and transparency. She received her Bachelor of Science in Business and a Master’s in Management. She is employed NASA Johnson Space Center in Houston, TX, for over 25 years serving as the Center Equipment Manager.

Jeanna Maxwell, Vice President, (Term: May 2030) Assistant secretary and district resident since 2007 has worked as an oil and gas accountant in several roles since arriving in Houston. She holds a Juris Doctorate from South Texas College of Law and currently works as an attorney for the federal government. She graduated from the University of Texas at Dallas with a Bachelor of Science in Accounting and a Master of Science in Accounting. Ms. Maxwell is a Certified Public Accountant, Certified Internal Auditor, and a Certified Fraud Examiner. Ms. Maxwell looks forward to being an advocate for the residents of her district.

Joann Randall, Secretary, (Term: May 2028) Jo Ann has been a resident of the district since 2018. Her passion for community and the overall wellbeing of mankind has led her to numerous volunteer positions and leadership opportunities. She has served on the FB MUD 131 Board since 2019 leading with integrity. Her Faith, her attention to details, global thinking and natural leadership ability has been the key to her success in both her profession and her serving of others.

Leticia Evans, Assistant Secretary, (Term: May 2030)
Leticia is a community‑driven leader whose work is grounded in the belief that strong neighborhoods are built through honesty, inclusion, and responsible stewardship. A proud alumna of The Texas Southern University, she holds a Bachelor’s degree in Management, and later earned her Master’s in Finance from the University of Houston, strengthening her foundation in strategic planning, financial oversight, and long‑term sustainability.

Her commitment to transparency, fiscal responsibility, and open communication has shaped her leadership in the Southern Colony community, especially through her service in HOA roles. Leticia is known for making processes clearer, budgets more accessible, and decision‑making more collaborative. She brings people together, listens with intention, and ensures that every dollar is used wisely to support the community’s long‑term wellbeing.

Leticia’s leadership is guided by simple but powerful principles: treat people with honesty, manage resources with integrity, and create spaces where everyone feels heard. As she looks ahead, she is excited to collaborate with the existing FBC MUD 131 Board of Directors and the Southern Colony HOA to continue building a stronger, more connected, and more transparent community — because she believes Southern Colony is at its best when neighbors work together.
