Joann Randall, President, (Term: May 2024 – May 2028) Jo Ann has been a resident of the district since 2018. Her passion for community and the overall wellbeing of mankind has led her to numerous volunteer positions and leadership opportunities. She has served on the FB MUD 131 Board since 2019 leading with integrity. Her Faith, her attention to details, global thinking and natural leadership ability has been the key to her success in both her profession and her serving of others.
Jennifer Jacobs, General Board Director (Term ends May 2026) A MUD district resident since January 2015, she formally served as Board President and Director with MUD 131 from May 2018 to May 2024, and as a part-time General Manager. She was Managing director of Jennifer Jacobs & Associates—a Human Resource Development Consulting Firm for 10 years. Her contracts with JJ & Associates included a subcontractor for a disparity study commissioned by a firm with the city of Houston, a training and management consultant for small minority and women owned businesses with the Texas Department of Transportation, and as a training coordinator/consultant for the Fort Bend County Clerk’s office. Jennifer was also a Senior Learning & Development Consultant with Halliburton, Xerox, and Burlington North Santa Fe Railroad Company prior to her retirement. She holds a Bachelor of Arts in Speech Communications from the University of North Texas and a Master of Science degree in Training & Development from the University of Houston Central Campus. Currently, she is a Voter Deputized Registrar for both Harris and Fort Bend Counties, and she serves as a Director and Secretary of the Fort Bend Green Board of Directors. She is a proud member of the local Fort Bend Chapter of Delta Alpha Kappa Zeta of Zeta Phi Beta Sorority, Inc.
Leslie Smith-Boards, Secretary / Treasurer (Term: May 2026) Leslie is a native of Beaumont, TX and has lived in Rosharon, Texas since 2011. Her focus on community collaboration and civic involvement has led her to numerous volunteer positions and leadership opportunities in her community. She serves on several Board of Directors leading change and transparency. She received her Bachelor of Science in Business and a Master’s in Management. She is employed NASA Johnson Space Center in Houston, TX, for over 25 years serving as the Center Equipment Manager.
Jeana Maxwell, Assistant Secretary, (Term: May 2026) Assistant secretary and district resident since 2007 has worked as an oil and gas accountant in several roles since arriving in Houston. She holds a Juris Doctorate from South Texas College of Law and currently works as an attorney for the federal government. She graduated from the University of Texas at Dallas with a Bachelor of Science in Accounting and a Master of Science in Accounting. Ms. Maxwell is a Certified Public Accountant, Certified Internal Auditor, and a Certified Fraud Examiner. Ms. Maxwell looks forward to being an advocate for the residents of her district.
