Jennifer Jacobs, President (Term: May 2022) and district resident since January 2015, has served as Board President and elected director since May 2018. She has been managing director of Jennifer Jacobs & Associates—a Human Resource Development Consulting Firm—for the past 10 years. Ms. Jacobs was formerly Senior Learning & Development Consultant with companies including Halliburton, Xerox, BNSF for 16 years prior to retirement. She holds a Bachelor of Arts in Speech Communications from University of North Texas and a Master of Science in Training & Development from University of Houston. As an active member of the Homeowners’ Association, she chartered a committee to review bylaws. Jennifer rounds out her portfolio as a deputized Voter Registrar and Democratic Precinct Chair.
Leslie Smith-Boards, Vice President (Term: May 2022) and district resident since 2011, was elected as a director in May 2018. She is also President of the Southern Colony Homeowner’s Association, Vice President of the Johnson Space Center National Property Management Association, and Secretary of Servants of Christ Prison Ministry. To round out her full dossier, Mrs. Smith-Boards is a ministry leader at Lakewood Church and volunteers for the Inter-faith ministry. She holds a Master’s in Management and BS in Business Management with over 20 years of civil service as a government employee. Planning is her strongest characteristic especially when it comes to organizing activities in line with set guidelines while remaining within the limits of available resources such as time and money. Clearly established communication is critical in all aspects of life and business which supports achieving common goals and objectives.
Risha Miller, Secretary (Term: May 2022) and district resident since 2008, was elected as a director in May 2018. She is also Secretary/Treasurer of the Southern Colony Homeowner’s Association. She has served as an Instructional Consultant, Mathematics Instructional Specialist, Virtual Instructor, and T-TESS Rater as certified by the Texas Education Agency. Mrs. Miller holds a Bachelor of Science in Petroleum Engineering from Louisiana State University, Master of Art in Teaching from Xavier University of Louisiana, and Principal Certification from University of Houston. This mom of 3 enjoys the journey of homeschooling in the classical method and works with her church media team—specifically with website management—and ministry to young children.
Michael Higgins, Assistant Secretary (Term: May 2020 – May 2024) and district resident since 2019 has over 25 years working in municipal government and finance. He holds a Bachelor of Science degree in Accounting from Chicago State University, a Master of Accounting and Financial Management from Keller Graduate School of Illinois, and is a Certified Government Finance Officer. Mr. Higgins began his career working in a regional CPA firm conducting audits of different types of industries from local construction companies to large municipalities. His local government experience includes working as a Finance Director for a Municipal Wastewater Treatment Plant, as the Assistant Finance Director and Finance Director for various cities in the Midwest and locally in Texas. He briefly served as an Assistant Director for the Harris County Auditor’s Office and Finance Manager for the Gary Steelheads–professional basketball team in the Continental Basketball Association (CBA). Mr. Higgins currently is the Chief Financial Officer for the City of Alvin where he oversees the Finance, Utility Billing, Court, and Information Technology departments. Outside of his work duties, Mr. Higgins played Division 1 college basketball at Chicago State where he was a 4-year letterman as a shooting guard and a pitcher on the men’s baseball team. He actively coaches youth sports including AAU Basketball, Select Softball, and tennis. He has guided and helped many high school athletes obtain collegiate athletic scholarships. He is a very busy father of 2 daughters in college and a son in high school. Lastly, he has a very loyal Chow Chow in whom he delights. Working as an auditor early on exposed him to different types of business operations. This experience, coupled with travels while in college and in work have forged a solid educational foundation. Mr. Higgins is looking forward to being on the “other side of the table” serving the community in positive way.
Joann Randall, Assistant Secretary (Term: May 2020 – May 2024) and district resident since 2019 has over 40 years in the field of medical business services and is AAPC Certified ICD10-CM Code Set 2015. Her attention to detail, structure, application, and global thinking serve her well as a Professional Medical Coder and founder & president of God’s Distinct Women of Faith Ministries. She works with various non-profit organization. While JoAnn enjoys spending time with family, especially children and grand-children, she touts her natural leadership ability as the key to professional success.
