Jennifer Jacobs, President (Term: May 2026) and district resident since January 2015, has served as Board President and elected director since May 2018. She was managing director of Jennifer Jacobs & Associates—a Human Resource Development Consulting Firm—for 10 years. Ms. Jacobs was formerly Senior Learning & Development Consultant with such companies as Halliburton, Xerox, and BNSF prior to retirement. She holds a Bachelor of Arts in Speech Communications from University of North Texas and a Master of Science in Training & Development from University of Houston. As an active member of the Homeowners’ Association, she chartered a committee to review bylaws. Jennifer rounds out her portfolio as a deputized Voter Registrar and Democratic Precinct Chair for Precinct 1058, and secretary of the FB Green Board of Directors.
Joann Randall, Vice President, (Term: May 2020 – May 2024) and district resident since 2019 has over 40 years in the field of medical business services and is AAPC Certified ICD10-CM Code Set 2015. Her attention to detail, structure, application, and global thinking serve her well as a Professional Medical Coder and founder & president of God’s Distinct Women of Faith Ministries. She works with various non-profit organization. While JoAnn enjoys spending time with family, especially her grand-children, she touts her natural leadership ability as the key to her success and serving of others.
Sonya Jones, Secretary (Newly Elected, Term May 2022 – May 2026) Sonya Jones has been a district resident since 2019 and is a proud alumnus of Our Lady of the University-San Antonio where she received a Bachelors Degree in Human Science with concentrations in Psychology and Sociology. She has a Master of Educational Administration degree from Lamar University. She has a combined of 14 years of Higher Education and Public School education experience. She previously worked for Our Lady of the Lake University as an Academic Advisor/Assistant Director, as well as a Science Lab teacher for the Houston Independent School District. She has been a Realtor with Keller Williams Realty-Southwest for 7 years, where she represents buyers and sellers in residential and commercial transactions.
Her hobbies include: fishing, gardening, web development, and desktop publishing. She enjoys spending time with her family cooking and engaging in conversation about politics.
Leslie Smith-Boards, Treasurer (Term: May 2026) I am originally a native of Beaumont, TX and has lived in Rosharon, Texas since 2011. She is married and have two children. Her focus on community collaboration and civic involvement has led her numerous volunteer positions and leadership opportunities in her community. She serves on several Board of Directors leading change and transparency. Leslie received her Bachelor of Science in Business and a Master’s in Management. She is employed NASA Johnson Space Center (JSC) in Houston, TX, for over 20 years serving as JSC Printing and Mail Management Officers.
Michael Higgins, Investment Officer / Assistant Secretary, (Term: May 2020 – May 2024) and district resident since 2019 has over 25 years working in municipal government and finance. He holds a Bachelor of Science degree in Accounting from Chicago State University, a Master of Accounting and Financial Management from Keller Graduate School of Illinois and is a Certified Government Finance Officer.
His municipal experience includes working in various capacities of local government and wastewater utilities. He currently serves as the Chief Financial Officer for the City of Alvin, and he previously been the finance director for various cities in the area and for a wastewater treatment plant serving over 300,000 customers.
While in college, Mr. Higgins was a 4-year letterman as a member of the men’s D1 basketball team where he played the shooting guard position and also was a pitcher on the men’s baseball team. He has volunteered in many areas for youth teams such as coaching girls softball and boys baseball teams, and most recently was a coach for a traveling AAU youth boys basketball team.
Mr. Higgins enjoys being on the “other side of the table” serving the community in a positive way.
